User Story

• As a program manager, finance person and learner I want to pay my country tax (India) in addition to my certifciate, so I can understand that I am paying a country tax and that it is not part of the certificate price.

Description/Context

My understanding is that this work is already being done for xPro, it seems to make sense that it'd work the same.

Acceptance Criteria

Probably the same as xPro
Learner should see their tax price in addition to the certificate track price
Need some type of reporting for finance so they know what tax is collected
