Feature: List github PRs with review required state

Maybe we should list all of the open PR in all of the Apply repos. The list of apps we support is growing, we now have to check the following for dependabot/code review awaiting...

• Apply
• CFE
• legal framework
• HMRC interface
• this bot

Could the bot scan all of the the repos for open PR's?
Should we switch the team to use draft PR until actually ready? Rather than tagging with WIP or not adding the label?

@willc-work this might be a good ticket to pick up if you want to examine the inner workings of the bot.

It involves working with the github API and formatting (potentially) long messages in slack! :D
