Adds alerting from PrometheusRules to allow us to identify and respond to service outages as they happen.

Problem description

We previously set up the routes for production environments: #5900

We want to amend the route for prod alerts to a dedicated slack channel

namespaces: data-platform-datahub-catalogue-prod, data-platform-find-moj-data-prod
team name: data-catalogue
application name: DataHub
slack channel:
team: data-catalogue
alert channel: data-catalogue-alerts-prod
kubernetes secret name where the webhook url is stored: slack-alert-webhook
severity levels: to be consistent with dev/test/preprod, we need datahub_prod and find-moj-data-prod (I'm not sure why they are not consistent with each other)
