Currently, users either have full access or read-only access. This is a bit crude.

Acceptance criteria:

Users can be assigned roles like organization administrator, instructor, parent and group member.
Users who can manage other users can only grant their own role to other users.
Each user has only one role assigned but one role can imply other roles as well (the "editor" role implies that the user also has the "reader" role).
