Confusing #line Hot Reload Error Message

I recently encountered the following failure error when trying to use hot reload (Fuse-enabled): "error ENC0063: Updating a #line directive around an active statement requires restarting the application." Prior to receiving this message, hot reload was successfully working for me when making the same code changes across .cs and .razor files.
