Hmm, it seems it's because vcpkgTools.xml only does it by OS
It would be nice if it was arch specific to squeeze some extra performance running native on arm64 windows rather than going through the emulation layer. |

Describe the bug
I have a brand new fresh Lenovo Yoga Slim X.
MSVC 2022 installed, running as arm64 process.
I cloned vcpkg and bootstrapped.
After opening a project
It is downloading the x86 32-bit windows cmake instead of the arm64 build and then proceeds to use it

Steps to reproduce the behavior:
Expected behavior
The arm64 build of cmake 3.29.1 is downloaded instead.
