[vcpkg] vcpkg downloads wrong cmake arch

Describe the bug
I have a brand new fresh Lenovo Yoga Slim X.

MSVC 2022 installed, running as arm64 process.
I cloned vcpkg and bootstrapped.

After opening a project

1> [CMake] Fetching registry information from https://github.com/microsoft/vcpkg (HEAD)...
1> [CMake] A suitable version of cmake was not found (required v3.29.2).
1> [CMake] Downloading https://github.com/Kitware/CMake/releases/download/v3.29.2/cmake-3.29.2-windows-i386.zip
1> [CMake] Extracting cmake...

It is downloading the x86 32-bit windows cmake instead of the arm64 build and then proceeds to use it

Environment

• OS: Windows 11 Version 10.0.26100 Build 26100
• Compiler: Microsoft Visual Studio Community 2022 (ARM 64-bit) 17.10.5

To Reproduce
Steps to reproduce the behavior:

1. Get a clean arm64 machine
2. Setup a clean vcpkg copy
3. Open cmake folder in MSVC
4. Trigger cmake configure which causes vcpkg build
5. Observe 32-bit cmake is downloaded

Expected behavior
The arm64 build of cmake 3.29.1 is downloaded instead.

Hmm, it seems it's because vcpkgTools.xml only does it by OS

It would be nice if it was arch specific to squeeze some extra performance running native on arm64 windows rather than going through the emulation layer.
