Describe the issue

Downloading onnxruntime_gpu-1.19.2-cp311-cp311-manylinux_2_27_x86_64.manylinux_2_28_x86_64.whl has been causing issues recently. Downloads were slower than 1 MByte/s, slowing down automatic installations on remote hosts.

I've just tried again and it is not that bad currently, but this was on a host that downloaded other files from PyPi host with > 200 MBytes/s:

experiencing this again, at 2MByte/s on a cloud host that can do > 200 MBytes/s
