Internal customer reports memory leaks when MemoryArena is enabled

Describe the issue

An internal customer reports a memory leak while running a scenario with 6 models.
An investigation shows that only one of the models generates a leak.
There is no confirmed leak within ORT.
It looks like one of the OrtValues in customer code is leaking.
