Describe the issue

All previous builds have DirectML support as a separate binary. 1.18.1 release does not have it, and there is no explicit revoke mentioned in the changelone.

Urgency

I would say, it is urgent because teams cannot use the latest goodness from the 1.18.1 release if they use DirectML EP.

In 1.18.1 release we only published a few packages. This issue will be addressed in the next release.
