[Documentation]: Update Documentation to Include Qemu Ext Dep Info

Request Description

The current building.md does not include information about the Qemu ext dep on Windows and provides inaccurate information about what to do. It also would be helpful if the docs called out that Linux requires Qemu 9.0.2 for booting OSes, due to bugs in earlier versions.
