Platforms that we're running test point in 202302 and moved to 202311 saw weird issues around the updated table version. Setting gMinPlatformPkgTokenSpaceGuid.PcdFadtMinorVersion to 0x03 (the old version) mitigates the issue.
This behavior should be investigated.
