Toolkit v0.2 – Bicep modules for billing accounts

This discussion is focused on the FinOps toolkit v0.2, which includes Bicep Registry modules for Cost Management resources for billing account scopes. The goal is to create modules that will run on tenant deployments. There are specific challenges with tenant deployments, like access, that may make this infeasible. Consider this exploratory. We are also considering prioritizing scripts first. We need your feedback!
