Steps to reproduce the bug

Run Windows Sandbox a few times with enabled networking (and close)
Check netsh int ip show excludedportrange protocol=tcp

Expected result

No ports reserved from ephemeral range

Actual result

Windows Sandbox appears to have reserved hunderds of ports.
