Welcome / PowerToys Tour window

Steps to reproduce

  1. Run NVDA
  2. Press NVDA+m to turn on mouse tracking
  3. Move the mouse inside the PowerToys window.

✔️ Expected Behavior

Report text under the mouse or something like that

❌ Actual Behavior

The mouse object is always a pane and does not navigate between the actual objects.

Strangely Accessibility Insights For Windows and the narrator are fine.

Does the WinUI gallery do this for you? Settings is a WinUI application, we don't do anything special. /needinfo

WinUI 3 Gallery 2.4.3.0 does not have this issue.
