Fail to upgrade Python to version 3.13 in Conda.

Describe the bug

Steps to Reproduce

1. Create a Python Application.

2. Create a conda environment. (Install Anaconda (downloads at https://www.anaconda.com/download/) if no Anaconda )

3. Upgrade python.

   

Expected behavior

The upgrade was successful.
