Describe the bug

Steps to Reproduce

  1. Create a Python Application.

  2. Create a conda environment. (Install Anaconda (downloads at https://www.anaconda.com/download/) if no Anaconda )

  3. Upgrade python.

The upgrade was successful.

This would be conda's problem, not Visual Studio.
