EMEP multiple years

PR #451 extends the handling of EMEP files for multi year analysis. Daniel needs 1-2 weeks to finish.

Treat warnings as errors

PR #462 converts unhandled warnings as errors on CI:

• ignore warnings raised when importing external modules
• ignore warnings raised on external modules
• address DeprecationWarnings raised on pyaercom modules
• address warnings raised on internal modules (ignore when large refactor would be needed)
• new warnings to raise an error (configure filterwarnings)
