Prioritisation:

First:

• Contribution with free text
• LS/o and LS/i
• TD with free text

Then:

• Contribution with embedded document and A.1/A.13 form

Then the two below because they are very similar:

• Contribution with embedded document with redline
• TD with embedded document

So, Liaison Statements are a specialised TD in fact so if you want to go this direction that shouldn't be a big amount of work as LS are VERY codified. Here is a template:
