Add plugin for DAOstar endpoint service (governing the DAOstar Endpoint Service using the Gateway)

I will fill in this issue with a couple of short use-cases describing how the current Gateway service could be deployed on top of the DAOstar Endpoint Service and used to govern (1) the endpoint service itself and (2) the organization which is publishing the endpoint service.

In general, the hope is to find ways of using the endpoint service to increase adoption of the Gateway, and vice versa to increase the functionality of the endpoint service by adding Gateway utilities + integrations.
