This task covers implementing support for DCAT-AP3 records in the plugin.

Notable additions to DCAT-AP2 include:

Adds a DatasetSeries class
Deprecated some properties to use the DCAT taxonomy instead (hasVersion, isVersionOf, versionInfo)
Added properties to DataService class (publisher, format)
Modified type property to Agent
Modified accessRights property to Dataset
Added applicableLegislation property to Dataset & DataService
Added status property to a Distribution
