Semantics for QA types to have top and bottom thresholds in the tomasys metamodel would allow to define also in tomasys corresponding SWRL rules that will apply to QAtypes individuals that are defined to ave such thresholds

For the moment I did not implement top-bottom thresholds semantics in tomasys, but simply added a case for the energy and safety cases in the selection of configurations in mros1_reasoner.py

(see meta-control/mc_mros_reasoner#25)
