building file image

I am testing a bit with mesos in an offline environment and would like to just build the docker image so i can put it manually in marathon.

I guess this is trying to upload to docker, how to generate just the tar? I cannot find it any where in the source/build tree.
DOCKER_IMAGE=spark:latest make universe
