New project name (to coordinate with the renaming of wikiteam3)

wikitools3 is a dependency for the project currently named wikiteam3, which is in the process of being renamed in order to avoid confusion with the upstream project.

I have gone ahead and invited the collaborators on the other project as collaborators on this project, as well.

This project is already published on PyPI, but I did so entirely manually (so that I could use it as a dependency). It could be useful to implement workflows in this repository that would correspond with workflows in the other repository, and it could be useful to rename this project in order to coordinate with the other one.
