Repro

• relaybot
• delivery_receipts: true
• delivery_error_reports: true
• Bridge a telegram room to a matrix room with E2EE on

Observe: once in a while the integration would fail to obtain the key; in this case, matrix users are notified with the message "⚠ Your message was not bridged: the bridge hasn't received the decryption keys", but telegram users remain unaware there was an attempt at communication
