Time zone "Antarctica/Syowa" should have "(UTC+03:00) Syowa Time" display name but GetDisplayNameForTimeZone returns "(UTC+03:00) Nairobi" (for all languages). However GetNamesForTimeZone returns correct names "Syowa Time"
