DA layers' fees as part of zkSync fee mechanism

📝 Description

The chain operator pays fees for storing the pubdata on the DA layers. At this point, the fees are not added to the transaction cost, meaning that the operator is subsidizing them. However this is not sustainable long-term, so we need a solution that allows us to include DA fees into the fee model.

🤔 Rationale

This feature is required to distribute the DA fees between the transactions in the batch.
