El tab de crear en la página Grupos solo debe aparecer si el user tiene permiso de escritura #44

Como mismo en el resto de páginas se debe usar router.user_can_write. En este caso que son tabs, pueden establecer la lista de tabs (y el código que muestra cada tab) en base a estos permisos.
