Custom Navigation: All Communities page should lead to other home page if it was redefined

User Story

As a community admin who has customized navigation and redefined their home page
I want the All Communities page to lead to my redefined home page
So that noone finds theirselves on the MassEnergize Community home page.

Additional details/context

Requested by the HarvardMA admins who have done this
They want "Home" to lead to harvardmaclimateinitiative.org, which is where the All Communities page should point to.

This page is loaded from the API directly but is really part of the community portal.

The conditions that must be met for this to be done. For example, for a login feature: User is securely and reliably logged in until timeout or manual sign-out.
