This is feedback from Grant.

After talking with a few participants, I believe the malicious miners are:

Setting up a node correctly, as per the docs
Doing a bit of work, registering themselves correctly in nodeData
Removing BOOTNODES and/or changing the ENV
Turning the API on
Querying only themselves, allowing their node to rack up points
