Description

When I update the library suggestions setting from "Off" to "Local", the IDE should suggest local library functions without me needing to open those files or restart the IDE

Additional context

Maybe related to #488 and other parsing logic throughout the app. Haven't tested behavior with thqby's extension yet.

Restarting the IDE always fixes the issue.
