Cannot forward port

I cannot forward port 8080 with adb, it simply gives the very unhelpful error "cannot bind port"

In an effort to alleviate this, I hacked around so that I could specify the server IP/hostname on the commandline, and I run the stream over my wifi, which is nice because there's no wires at all. Unfortunately, I just get a green screen, which may change colors wildly depending on what the camera is looking at.
