Floating tool-widget? (As an option)

The default tool widgets are on the left-side.

Would it be possible to re-arrange them, if a user wants to?

For instance, group them on top or on the right side? Or, as a floating widget,
a bit like gimp was originally? I don't necessarily need it to float, but kind of
having it more like a box-widged that is arranged from left to right would be
neat. Right now it seems to be from top to bottom, which is ok, but I'd prefer
a variant from left-to-right too, such as 5 entries per row, or something like
that. I am not sure if the user can change this, but if it would not be too
much work, perhaps a few options could be added to allow users to re-arrange
the GUI a little bit.
