Example (with vanilla pactester 1.2.9):

Host ist parsed as '[2001'
With the patch:
... DEBUG: Finding proxy for URL: http://[2001:67c:168:170::10]/ and Host: [2001:67c:168:170::10]
Actually, I don't know if the brackets have to be stripped before being evaluated in FindProxyForURL.
