Tests fail when running from Vagrant instance

Unit and Functional tests should be running - and passing - within the virtual machine so I don't have to keep track of dev configuration variances.

Right now they are failing with this output:

(was hanging here forever)

(now there is one F at least after it's been running forever)

Please get this working.

I will track getting tests to run in their own DB seperately.
