Encoding preferences for ps1 file

Can this instead be a preference? I'd prefer not to use BOM and as I see in the history this was flipped from no BOM to BOM as per chocolatey.org. But for internal usage I'd rather not pollute my files with this garbage.

BTW, UTF8 doesn't work correctly for scripts not with BOM generally.

so it looks like this should be a preference now?, as powershell 6+ is anti BOM. I guess I sorta won?
