This means that ultimately, user data or the amount of files a user uploads is limited to the size of the underlying scratchpad.
We need to offer a way for users to have more either by paying for an extension or something else. Some users are bound to want to upload TB of files!

I'm working on an app for that, but I agree it isn't good to have this kind of limit in the standard client.
