[Feature] Add a table of preset mappings of bw limit settings

Currently, users have to edit each field when modifying simple queues, if they enter values unexpected by ROS it will cause error 500 page and other issues.
As a result only experienced personel can now modify those currently!

Suggestion:
Add a table of preset mappings of BW limiter settings and config name so user just selects the preset instead of editing each value manually.
