Describe the bug

The LTI course configuration call returns a Bad request, because the external tool is not initially set in the UI.

To Reproduce

Use the LTI profile
Go to course -> enable LTI in the course details
Go to the LTI Configuration > edit > click save
See the Bad request
When you actually select an external tool setting, then save works.

Expected behavior

When it shows up as selected, the request should contain this Tool, and not an empty string.
