在k8s 新加node节点的时候，节点网络没有准备好，这时候启动了loggie相关的pod,那么这时候读不到pipeline文件。

这个导致，网络后续好了，也不会同步loggie 资源，因为是增量同步，没有全量机制，只有在网络好的时候，然后重启loggiepod，首次list后才会获取到pipeline配置
