Abstraction of common github actions

Context

We are repeating some stuff in CI, it might make sense to abstract them into common github actions of our own (e.g. via compositing GA)

Btw anchor in GA yml is not supported: actions/runner#1182

Set the priority to medium as it's not urgently needed, but write this issue to not forget it.

Common github actions are separated. No CI should be broken.
