CS Note 8.7: Interest Rate Adjustments Below CCR

When the system's TCR falls below the CCR, adjustments to troves that create debt are not allowed. As a result, paying the upfrontfee for a premature interest rate adjustment is also not allowed. This means that interest rate adjustments are only allowed after the INTEREST_RATE_ADJ_COOLDOWN period has passed since the last adjustment.

Users should be aware of this and take caution when the TCR gets close to the CCR, as they may be unable to increase their interest rate once the threshold is passed.
