Deploy API Dev and Staging to Netlify #14

We need to be able to test our deployment. So a pr to develop branch should trigger a deployment to dev environment (we can always play here and fix all bugs here) and we only push to staging when we are sure everything on Dev works well.

I have not worked with Netlify so its ok
