Can you add h. 265 library is used in SDL3 for convenience. At present, the libde265 video codec library is open to the GPL protocol. I think it can be put in SDL3 to supplement the shortcomings that video codec does not have.

In some games, it is usually necessary to encode and decode some small videos to demonstrate some effects, functions and so on. Carrying third-party libraries like ffmpeg and vlc is too large.

I think we can add a small h. 265 plus mp3 video and audio codec library to facilitate easy video codec playback and use.

It can also be a separate SDL3_video library. I think video in sdl should be called display more reasonably。

This is my little suggestion. The English content is machine translation. I don't know much English.
