Add libhal package directory

The directory should be split up between device libraries, target libraries, soft driver libraries and utility libraries.

For target libraries it would make sense to have a list of interfaces that it supports.

Maybe consider a way to automate this or generate this based on information within a repo. Like a text file that gets updated with the interfaces it supports.
