Apache starts, but not working

Hello! I have a strange problem. Laragon is installed on a flash drive. On one computer it works fine, but on the other, Apache starts but does not work.
PHP error log:

But ioncube module exists at this path.

Perhaps someone can tell me how to solve the problem. Thanks in advance.
