This ticket is to track the development of a hot water plant template based on ASHRAE Guideline 36 sequence of operation.
The development will use the following dependencies.

The development will be merged either into issue1374_templates or directly into the master if issue1374_templates is already merged into the master at the time of completion.

The development branch is issue3266_template_HW_plant.
