Make SysVars resident Blizkick module?

SInce the code is so small, is it possible to make this utility resident?

Could you please elaborate why making it resident would be helpful? I would assume, it is run only once. There may be cases, where it might be required to run it multiple times (the current version can be stripped down to certain features) when some config changes. But I still do not understand the use case.
