Why PR 32611 not merged to Laravel 7? #32942

Hi, I am checking the PR #32611 only merged to Laravel 8. Is it because it's a breaking change?

I am asking @themsaid to help merge to Laravel 7 on that merged PR. Is PR is a good place to ask out something like that?
