Add new transformer field to indicate which bus is used for Qloss

It appears that PowerWorld is not always using the high-side bus for Vpu in Qloss calculations. Suggest making code more general. Also add helper function to infer the Vpu-Qloss bus from nominal bus voltages or transformer winding topology.
