Composer 2 not installed using composer_version

Settings the composer_version as explained in the docs has no effect. When starting/rebuilding a lando project following error show up, maybe this causes the issue:

On most of the projects the subdirectories won't get created:

The composer path should also be different (discussed in the slack psh channel):

I've tried setting up the project with minimum settings using name, recipe, config.id but the behavior didn't change.

You may have lando/lando#3329. Try removing ~/.lando.

I get the same error when using composer 2. This only happens on the first rebuild though. If I rebuild again, it works for me.
