Description

Following the decision we must implement a workflow running https://github.com/wechuli/allcheckspassed GitHub action.
The implementation must allow us to maintain only one instance of logic to execute to avoid code duplication and configuration drift in the future.

AC

• The workflow logic must be implemented as reusable unit.
• Reusable unit must be called for pr in all team owned repositories.
• The configuration should be defined on a repository level.
